Reboot Changes - July 14th '03

Some changes by Sarlock:

-> There is a 'note forward' option that can be used to send a note on to a number of other players. Currently only enabled for imms as it has not yet been reviewed on the test port. Note that this is only intended for forwarding your own notes when you missed someone from the 'to' list, not for forwarding other people's notes. (Oldshadow).

-> There is a '.cs' option to change a note's subject from within the note editor. (Starling)

-> There is now a 'note repost ' option that will let you move a note to another board when you mistakenly post it on the wrong one. The syntax is 'note repost '. If you add 'silent' to the end of it, the note won't be announced. (Gimlei)

Sarlock also made a bunch of mobprog changes, posted for imms on the imm board.
