Aardwolf Progress Update 22FEB04

- Tier sanctuary is back to what it was before the reboot a couple of weeks ago.

- Dodges were never changed. Having more dex means having more hits now, even vs tiers.

- A problem that I do agree tiers have is at higher tier and low level, they have nowhere near enough trains to actually be able to take advantage of their options. After retiering/remorting, tiers will now start with an additional 10 trains per tier.
